Under general direction, plans, prioritizes, assigns, supervises, and reviews the work of community outreach staff and manages resources for the one of the corridor outreach teams; establishes schedules and methods for supporting all capital projects within the assigned corridor; participates in the development of community outreach goals and objectives as well as policies and procedures; and maintains a thorough understanding of the communities within the corridor in order to build and maintain effective relationships throughout the duration of Sound Transit’s capital projects.
ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Manages the day-to-day performance of 2-5 direct reports. Builds and maintains an authentic relationship based on trust and empowerment with direct reports. Sets clear expectations, provides regular feedback on performance, and coaches employees for short and long term growth. Holds employees accountable for results without micromanaging the tasks. • Plans, oversees and directs a communication and public involvement program for multiple large capital project that meets Sound Transit’s high standards. Ensures that project provides the affected community with clear and transparent communication, inclusive and meaningful opportunities for participation, and responsive customer service. This position works in a matrixed team environment, and this task will require a strong collaboration, leadership and project management skills. • Assists the Director in creating a workplace environment and culture that supports our values, encourages high performance and promotes employee engagement. Establishes processes, and procedures for the division. Assists in assessing and maintaining morale in the division. • It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices. • Other duties as assigned.
Education and Experience: Bachelors Degree in communications, public affairs, public administration, English, or closely related field and six years of experience developing and implementing community outreach and public involvement plans including field work in construction and public involvement in planning and design and three years staff supervisory, budgetary, and management responsibility; OR an equivalent combination of education and experience.
Required Licenses or Certifications: Valid state driver’s license.

Required Skill in: • Supervising, leading, and delegating tasks and authority. • Developing and monitoring divisional and program/project operating budgets, costs, and schedules. • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. • Applying principles and practices of community outreach. • Applying project management techniques and principles. • Working cooperatively with other departments, Agency officials, and outside agencies. • Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing. • Developing community partnerships. • Conducting research and analysis and providing appropriate recommendations based on findings. • Preparing and analyzing complex data and comprehensive reports. • Responding tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility. • Working effectively under pressure, meet deadlines, and adjust to changing priorities. • Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, and local, state, and federal agencies. • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
Physical Demands / Work Environment: • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, and extreme noise when working at events and when working in the field. • The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
