Our firm has been retained by the City of Danville, VA to conduct a search for their Water and Gas Chief Engineer vacancy. The Water and Gas Chief Engineer is responsible for providing administrative and technical support for the Water and Gas (W&G) Engineering Division by developing standards for installation of water and gas mains and services, preparing and monitoring the W&G Engineering budget, visiting job sites and performing duties assigned by the division’s emergency plan.
Primary Duties and Responsibilities:
Manage and administer the technical work of the W&G Engineering department by reviewing all assigned projects; reviewing design and cost estimates; personally managing key pipeline replacement projects; managing the inventory of water and gas pipelines; and knowing the areas of potential pipeline vulnerability.
Interpret and implement regulations related to the construction of water and gas systems; investigate pipeline conditions; and update Division’s Gas Pipeline Operations and Develop plans for the engineering, construction and maintenance of the City’s electric system. Demonstrate leadership and the desire to constantly improve the City’s electric system.
Manage outside consultants by writing RFP’s; obtain and analyze bids; select technical consultants using city purchasing procedures; monitor work processes of corrosion and pipeline design consultants; and maintain records to document compliance with gas pipeline regulations
Visit job sites and review field work of both contractors and division employees to determine if work is performed according to Department plans and specifications.
Perform special duties assigned by Director such as interviewing candidates; writing special RFP’s; planning and implementing special projects; and reporting progress to Director.
General Knowledge, Skills, and Qualifications:
Bachelor’s degree in Engineering or related field highly desired
Minimum of 3-5 years’ experience in the principles and practices of water and gas mains and service
Experience supervising and monitoring employees and their work performance, including providing input or hiring/disciplinary actions and work objectives/effectiveness, performance evaluations and realigning work as needed
Problem-solving and decision making, including under the stress of emergency conditions
Communicate effectively in oral and written forms
