The Chief, Operations Planning is responsible for the managing a staff that is engaged in service analysis and planning and scheduling bus and subway service. The key position will oversee station planning and develop long-term solutions and short-term pedestrian flow maintenance recommendations during planned work; manage extensive performance monitoring and reporting system on operational and customer service indicators; and direct the system-wide process whereby track access is coordinated, scheduled, approved and implemented. The Chief will also develop and present responses and proposals to service issues raised by operations, customers, elected officials and other public agencies/boards, as well as oversee agency strategic planning process, including planning for extensions, zoning actions and benchmarking activities.
Additional Responsibilities include
responding to issues raised by the operating departments, customers, elected officials, etc.;
Managing service analyses for Federal Title VI Civil Rights Act and the National Transit Database to ensure funding eligibility;
and providing electronic schedule data.
Education and Experience Requirements
1. A Baccalaureate degree in Public Administration, Economics, Urban Planning, Engineering or a closely related field and twenty (20) years of full time professional work experience in large rapid transit operations, fifteen (15) years of which must have been in a managerial / supervisory capacity, or 2. A satisfactory equivalent of education and experience
Ability to formulate and interpret service plans and policies to Executive Staff, elected officials and other government or community organizations.
Knowledge of New York City subway and bus operations and major service issues.
Comprehensive knowledge of current and emerging Transit data collection, planning, schedule making, transportation modeling techniques, alternative analysis, Federal planning regulations and Federal reporting requirements.
Excellent written and verbal communication skills are required.
