MassDevelopment is accepting applications for an Environmental Engineer in the Agency’s Devens office. The Environmental Engineer works under the general direction of the SVP of Devens Operations.
The Environmental Engineer’s primary responsibility will be to monitor and provide oversight wherever possible of the U.S. Army’s cleanup efforts in Devens; to monitor the Army Superfund Cleanup Projects, all Base Realignment and Closure Cleanup Team (BCT) and Devens Restoration Advisory Board (RAB) activities; and to stay aware and make management (through the SVP Devens) aware of any environmental issues that may arise in Devens.
Major responsibilities will include: monitoring all interactions between the Environmental Protection Agency (EPA), the Massachusetts Department of Environmental Protection (MassDEP), and the U.S. Army relating to Devens and to advocate for Devens and the Agency as directed; ensuring ongoing compliance for properties transferred to MassDevelopment through a Grant of Environmental Restriction and Easement (GERE) and for any environmental monitoring, reporting, or other actions for which MassDevelopment has assumed responsibility; working with Devens Operations, Utilities, and Engineering Departments to ensure environmental compliance of administrative, construction, and development activities; supporting the Real Estate Division’s mission of economic development throughout Massachusetts through records research, due diligence (including but not limited to Environmental Phase I and subsequent investigations), review of scopes of work, and ensuring compliance with all environmental laws, rules, regulations, and policies applicable to a given development site.
Experience with MassDEP and Massachusetts Contingency Plan sites and EPA on CERCLA sites
Demonstrates ability to successfully work with a variety of clients and coordinate numerous projects under constrained resources.
Ability to use various management and administrative software, to work with Automated Mapping Systems and Microstation/Autocad desirable
Excellent interpersonal, organizational, writing, and public speaking skills required
Knowledge of U.S. Army policies in BRAC activities (Experience with BRAC activities preferred)
Bachelor’s degree in engineering required
Minimum 6 – 8 years’ experience in engineering and project management
License Site Professional Registration is desirable
