The Professional Land Surveyor II works in the Right-of-Way Unit at The Colorado Department of Transportation's (CDOT's) Head Quarters Office in Denver, CO. This position provides statewide subject matter expertise on CDOT:s land surveying and Right-of-Way plans and provides Quality Assurance, training and coordination of policy and procedures with the CDOT assistance of region personnel. The Professional Land Surveyor coordinates the development and implementation of innovative survey methods using state of the art equipment with a focus on customer service. This position additionally serves as the HQ liaison between CDOT managers and staff, the private surveying community, regulatory agencies and local governmental agencies.
Develops directives and guidelines for CDOT's land survey and right-of-way plans program by authoring manuals, policy and procedural directives, and specifications that are used on a statewide basis by CDOT staff, private land surveyors and engineers, regulatory agencies and local government agencies.
Advises managers, engineers and surveyors on complex land survey and right-of-way plans problem by utilizing land survey principles and applying State statutes pertaining to land surveying and real property law.
Complies, assesses, correlates, analyzes and consolidates educational, equipment, computer software data and other technical resource needs critical to the operation of the land survey and right-of-way plans program.
Develops training plans and provides support for training programs for the land survey and right-of-way plans statewide, and on a CDOT region-by-region basis.
Reviews and determines the appropriate steps needed to obtain Federal Highway Administration (FHWA) and state authorization of land acquisition for federal, state and local public agency projects by interpreting FWA and CDOT polices and state statues.
Processes requested right-of-way- plan authorizations including providing expertise to CDOT region right-of-way managers and staff on required documentation, processes and necessary workflows in order to produce Land Acquisition Approvals.
Serves as CDOT's liaison to federal, county, city and other local governmental agencies on land survey and right-of-way plans issues and policies; defends and justifies and interprets CDOT's land surveying and right-of-way plans policies.
Serves as CDOT's representative to the Colorado Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors and to other professional organizations.
Serves as CDOT's representative to federal and state agencies on GPS land survey matters.
Assists, cities, counties, and other groups in setting up Global Positioning Systems (GPS) on select projects.
Provides CDOT-wide subject matter expertise on GPS High accuracy Reference Networks (HARN), systems, and data structures that support CDOT's and survey program and project needs, assisting and directing engineers and surveyors on network capabilities, implementation, and operation.
Uses Geographic Information System (GIS) data, LiDAR point clouds, hyperspectral/photogrammetric imagery, and other remote sensing data to enhance the usability of the ROW/survey data utilizing relevant software including the ESRI Enterprise GIS software suite and other LiDAR software.
Partners with CDOT GIS staff to integrate right-of-way and GIS processes including ROW GIS data workflows and integration of mobile apps and other data collection methods. This could include designing and developing useful workflows to integrate ROW data into existing or future CDOT systems/apps.
Other duties as assigned.
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
Approximately 5% of time is spent in the field and 95% is spent in the office
Possibility for flex time or flex place schedules
Travel required during work hours throughout the state
Occasional overnight travel 2 -3 times a year throughout Colorado
Required to operate CDOT vehicles
Current licensure as a Professional Land Surveyor from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
AND, One year of experience as a licensed professional land surveyor
A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
