Performs expert-level professional engineering on Public Works projects. Acts as an assistant to a major division head in the Public Works Department. Serves as a technical consultant to the City Engineer on complex engineering projects. Projects future engineering needs of the City and conducts long-range planning. Oversees the preparation of designs, plans, specifications, and estimates of costs. Develops and implements budgets. Represents the department at meetings with the public and elected officials. Performs related work as assigned.
Information regarding these positions: There are two Civil Engineer IV openings that work in Street Engineering and Construction in the Public Works Department, performing design engineering and/or construction engineering for transportation related construction projects. The positions work at the City Hall Annex Building, 25 West 4th Street in downtown Saint Paul and have flexible daytime hours. Occasional evening meetings are required.
The eligible list created from this exam will be used to fill Civil Engineer IV positions as they become available in other areas of Public Works: Street Maintenance, Traffic Engineering and Operations, Bridge Engineering and Maintenance, Sewer Utility, and Transportation Planning and Safety.
Provides leadership to technical and management teams
Supervises engineers and technicians
Supervises project management including scope development, cost estimating, scheduling, and controlling/monitoring the budget
Provides technical oversight and development for preliminary design, detailed design, and construction phases (utility coordination, staging, environmental clearances, and conflict resolution)
Communicates through written and oral presentation media

Must possess and maintain Licensure as a Professional Civil Engineer in the state of Minnesota and six years of professional civil engineering experience. At least two years of which must be as a Civil Engineer III level or equivalent.
Licensure in the State of Minnesota as a Professional Civil Engineer is required by date of appointment.
Experience working with Minnesota state and federal aid requirements of Chapter 8820 of the MN State Rules including successful receipt of approvals for environmental documents, designs, specifications, construction closeouts, and variances
