Salary Range:

$106,700 - $209,800

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

What Your Job Will Be Like:

This is a broad solicitation of interest for an Intergovernmental Personnel Act (IPA) assignment in Washington, DC. This temporary assignment is with Headquarters Air Force/A10 (HAF/A10) to serve as a Technical Advisor to the Deputy Chief of Staff for Strategic Deterrence. HAF/A10 is responsible for the direction, guidance, integration, and advocacy regarding the nuclear deterrence mission of the U.S. Air Force and engages with joint and interagency partners for nuclear enterprise solutions. The term of this assignment is (1) year with possible extensions for a maximum of (3) years.

In addition to this primary responsibility, the individual will be encouraged to contribute, as required, to the diverse nature of issues that encompass the HAF/A10 work portfolio. As such, this requires the individual to be agile and to be able to effectively team with a wide range of individuals and organizations.This is not a standard Post-and-Bid opportunity, and disposition of interested candidates will be handled outside the Hiring Process, HR002.1. The selected candidate will retain their current job level/classification for the duration of the assignment. Individuals currently at the senior staff level through senior manager possessing the desired knowledge and experience will be considered. Job responsibilities beyond focused core responsibilities, will be tailored to the selected individual's skillset, offering an opportunity for the individual to broaden their knowledge and experience.

On any given day, you may be asked to:
  • Be responsible for stockpile-related matters
  • Participates in the study, review, and adjustment of the programs and budgets needed to support AF strategies, concepts, and plans
  • Initiate and conduct analyses of complex policy, strategy, capability, force structure, and operational planning issues
  • Anticipate emerging problems, identify implications, and develop options to address challenges
  • Collaborate with the Intelligence Community to address threats to strategic stability and the U.S. nuclear enterprise
  • Provide expert advice to the Deputy Chief of Staff for Strategic Deterrence on key strategy, planning, programming, budgeting, and policy matters
  • Prepare briefings, presentations, and decision memoranda to support deliberations and decisions by senior management
  • Prepare communications for senior leaders, both orally and in writing, to a wide variety of audiences on complex issues, both nationally and internationally, in and outside of government
  • as directed, represents HAF/A10 within the USG interagency process and with representatives of foreign governments
  • Prepare and coordinates official responses to Congressional inquiries and reports
  • Coordinate with OSD A&S, OSD Policy, DTRA, USSTRATCOM and other combatant commands, DOE/NNSA, the Intelligence Community, State Department, National Security Council, and other governmental agencies

Qualifications We Require:
  • Bachelor's and advanced degree (Master's or PhD) in a technical or engineering subject area, plus (5) years of experience
  • Experience in nuclear weapons programs and basic understanding of nuclear weapons technology (e.g., commensurate with WR708), and knowledge of organizational responsibilities within Sandia
  • Proven ability to communicate effectively both in writing and verbally
  • DOE Security Clearance - Candidates must possess an active Q-Level clearance and be able to acquire an SCI clearance and Sigma 15

Qualifications We Desire:
  • Broad experience in nuclear weapons design, development, qualification, production, surveillance, sustainment, and annual assessment as well as non-nuclear component technical maturation.
  • Relationships within the Sandia NW program and line organizations
  • Knowledge of the elements of the nuclear enterprise, to include familiarity with Nuclear Weapons Council functions and processes
  • Understanding of and experience with the nuclear weapons Phase Processes and the Integrated Phase Gate approach
  • Understanding of the government budget process and NNSA's funding structure
  • Knowledge of NNSA Defense Programs organizational responsibilities
  • Relationships within the NNSA Defense Programs Federal Program Managers
  • Understanding of U.S. interactions with close allies (UK) and NATO
  • Experience and relationships with the Intelligence Community

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to maintain a DOE Q-level security clearance, which requires U.S. citizenship.
