What Your Job Will Be Like
Reporting to the Deputy Director for Integrated Security Missions, this executive role provides leadership, oversight, and management direction for SNL's National Security Programs and the NSP division. This position is responsible for applying Sandia's multidisciplinary science, engineering, and technology functions to anticipate, innovate, and deliver responsive solutions for the nation's complex, global, national, homeland and energy security challenges. The division is also responsible for significant basic R&D programs. This position is one of the broadest and most complex among the National Laboratory systems. It houses the bulk of the Laboratories' Strategic Partnership Projects (SPP) for Federal (non-DOE) agencies and applicable commercial companies, as approved by the NNSA Contracting Officer and ensures all National Security Programs work is consistent with and complementary to mission assigned to the Contractor by NNSA. In addition to the Division and the portfolio, this individual is part of the Senior Leadership Team at Sandia and is expected to integrate with the other two Associate Laboratory Directors for Integrated Security Missions Directorate to ensure that Sandia collectively supports and develops collaborative solutions that extend beyond what can be done within any individual portfolio.
Duties and Responsibilities:
- Partners with other Sandia executives to ensure the strategic future of the Laboratories, with a particular focus on ensuring that the new Integrated Security Missions Directorate approaches leadership and programmatic opportunities internally as well as with the Nuclear Deterrence and S&T Directorate.
- Regular engagement with senior executives, including 3-star equivalent officers and SES appointees, as well as government and intelligence officials, is anticipated, fostering collaboration with economic development communities associated with Sandia National Laboratories.
- Responsible for the sustainment and growth in core national security competencies which includes threat informed assessments, hypersonics, cyber, AI, quantum, specialized sensors and radars, vulnerability assessments and trusted strategic radiation hardened microelectronics.
- Responsible for the SNL Field Intelligence Element, the largest in the DOE/NNSA complex.
- Manages a sponsored $800M portfolio (annual) and staff of over 2,200 Sandians, while matrixing staff to support significant work external to the Division.
- Conducts work consistent with NNSA mission requirements for non-DOE agencies, including the Departments of War (DOW) and Homeland Security.
- Ensures all SPP work is consistent with and complementary to SNL mission and is conducted with full cost recovery and cost transparency.
- Works with NNSA to obtain prior approval on non-DOE work.
- Leads a senior staff to drive excellence and results across all National Security Programs, providing excellent products and customer services safely, securely, effectively, and efficiently.
Qualifications We Require
- Masters of Science degree in engineering, science or related discipline
- 15 years of progressive experience in scientific and technical leadership
- 10 years management experience in directing applied research and development program that transitions to practice
- Outstanding verbal and written communication skills with the ability to alter for varying audiences, including NNSA and non-NNSA sponsors
- Senior management-level strategy development.
- Experience applying innovations to develop solutions to practical problems.
- Financial and business savvy coupled with the ability to analyze metrics.
- Strong ability to prioritize projects and make quick, sound decisions.
- Change agent with a continual focus on increasing value to the customer.
- Strongly collaborative as well as able to lead the line and programmatic organization.
- Active Department of Energy (DOE) Q-level security clearance (or equivalent; DOW Top Secret)
- Either active or the ability to obtain SCI access and additional high security clearances that will require counter-intelligence scope polygraph examinations.
Qualifications We Desire
- PhD in a STEM field
- Prior experience with DOW, NNSA, other government agencies, and commercial customers for applied science and engineering solutions, with an emphasis on DOW/IC engagements.
- Experience in leading S&T projects and programs through agile technologies
- Proven ability to collaborate with other technical and administrative functions to successfully deliver integrated solutions for complex systems.
- Ability to manage business and organizational vision by communicating a compelling purpose, driving change cross-organizationally, and inspiring and motivating people and organizations.
- Integrative and systems-of-systems thinker with demonstrated ability to solve complex, multi-faceted problems with due consideration for business and strategic consequences.
- Drives continuous improvement in support of safety, security, product quality, delivery, and cost initiatives.
- Ability to appropriately achieve business objectives and security/safety requirements
- Demonstrated previous leadership experience, including strong managerial and leadership skills to work across all functions and levels of an organization; ability to effectively build high performing teams and model high performance standards and partnership with other executives
- Demonstrated program execution skills, including a persistent drive for results utilizing sound project management, organizational and problem-solving skills
- Existing SCI level access

Security Clearance
Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

NNSA Requirements for MedPEDs
If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
